In 1983, a Minnesota warden announced that “rehabilitation is dead.” In this paper, describe the transition from rehabilitation to deterrence and incapacitation in the nation’s punishment systems. Be sure to explain what each philosophy is, what idea of crime causation each philosophy depends on, and the types of public policies and institutional designs associated with each.

How has this transition from rehabilitation to deterrence/incapacitation impacted racialized inequality in the US and life in and after prison? Now that incarceration is declining somewhat, how have states turned towards community control and how has this shifted the politics of mass incarceration?
