When an industry is faced with a problem, the resolution process often involves multiple stakeholders. Before the FAA changes or updates a regulation, for example, it often solicits information and feedback from those in the industry. This allows for a thorough examination of the underlying cause for the change and the potential impact of the resolution on those who will be responsible for carrying it out.
In research, this is accomplished via literature reviews. By reviewing the literature, trends rise to the surface. The elements that contribute to the problem are more easily identified, as well as potential solutions for mitigating the problem in the future. It also provides background information such as how long the problem has plagued the industry and why it is necessary to address it.
Using the APA Sample Paper Template for this assignment, you will be writing the introduction, background, and literature review sections of your research paper.

Aviation Pilot Shortage
The aviation industry has continued
to demonstrate resilience by growing inexorably and showing deviance to external
shocks. Boeing anticipated a 790,000-pilot need by 2037. This estimated number presents
a 267 percent increase over the 305,000 active pilots globally in 2018
(Caraway, 2020). It is estimated that more than 360,000 additional pilots will
be needed in North America alone over the next sixteen years (Caraway, 2020). So,
to fulfill the expected demand, air transportation will need to quadruple the
number of student pilots and hold that level for the following sixteen years.
In 2018, there were 167,804 student pilots, which translates to an increase of
18,863 students over 2017 (Caraway, 2020). This means that the aviation
industry must hire 38,683 new pilots annually in the next two decades to close
the pilot shortage gap (Caraway, 2020), which shows a shortage of pilots.
The pilot shortage has many
consequences, especially for the regional airlines. Due to pilot shortage,
these airlines are compelled to park their planes and drastically alter their
timetables, resulting in flight cancellations. Grounding airplanes also means
that the airlines suffer great operating losses, making them file for
bankruptcy to reconstruct themselves (Mburu, 2017). The effects of the pilot
shortage on regional airlines, in turn, affect major airlines. Major airlines
fund regional airlines through capacity chase agreements, and when flights are
canceled, major airlines suffer losses due to the contracts (Klapper & Ruff-Stahl, 2019).
Some of the factors that cause
pilot shortage include the cost of training, low earnings for entry-level
pilots, and few students in the United States interested in becoming pilots
(Mburu, 2017). So, to address the pilot shortage issue, wages for entry-level
pilots should be increased (Mburu, 2017), and electric aircraft should be used
in training to address the high cost of training (Maxwell & Roa, 2021).
Lastly, outreach programs may be significant in filling the workforce pipeline
to address the issue of fewer students being interested in becoming pilots
(Lutte, 2018).
