In this assignment you will answer two questions to get you to start thinking about local governments and budgeting.

1. Select a local County government and watch/listen to one of its recent Board of Supervisors meetings. Describe who lead the meeting, the structure of the meeting and the type of items being voted on (consent and policy items), how many votes were needed to pass an item on the agenda.

Choose one item from the agenda that contained a financial impact/budget allocation then describe what the item was for, the amount of the budget allocation and the source of funds for that budget allocation and if the item was approved.

Finally, describe the content and items from public comments.

Attach a copy (or link) of the Board Meeting Agenda and the Budget Item you selected.

2. What is Dillon’s Rule? What is home rule? In what ways does the structure of local government contribute to hyperpluralism? Discuss how the state has increased local government responsibility and authority in recent years and how the state has reduced it in terms of social justice. Include an integration of faith to support your response for this second question.
