A vital component of the National Incident Management System is the public-private partnership. To the Federal Emergency Management Agency, disaster response requires a team effort and cannot be accomplished by a government-centric approach alone. Private partnership commodities improve situational awareness within the incident response, decision-making, the availability of resources, a communications network, emergency management efforts and mutual understanding, and relationship building, and result in more resilient communities.

Simple Triage and Rapid Treatment, or START triage, is a technique that can be used to evaluate, treat, and transport casualties of mass casualty occurrences by severity. The significance of triage is to identify those casualties with the most severe injuries as a priority to evacuate to higher urgent medical care. This is vital when you are working with numerous casualties and only have a limited number of resources. Used by all first responders, Emergency Medical Technicians, Paramedics, Fire Fighters, and Police Officers in a mass casualty incident would work together to complete the process.
