Discuss a policy issue, come up with alternatives, select some criteria to evaluate them, and make a
recommendation (remember my earlier buying a car example)?

Now, in the next assignment we are going to begin working with these pieces of an already existing policy
discussion. Here is the outline of the final paper:

Executive Summary: of course this summarizes your process and the outcome of your analysis
Statement of Issue: here we define the issue clearly, and try to quantify the magnitude of it.
Background of Problem – here we try to provide context for the reader, whether economic context, political context, social context, legal context, etc.
Stated Policy Goal: here we settle on a goal our policy is intended to achieve
List and explanation of criteria for analysis: right up front we identify some criteria for evaluating alternatives.
Development of alternatives: here, we develop three alternative methods we think might help us achieve the policy goal.
Identification of stakeholders: who is interested in this policy and why?
Analyzing alternatives with criteria (matrix chart): Our analysis, using the criteria we chose we analyze each alternative
Policy recommendation: our recommendation based on the analysis
Discussion addressing public interest: why would our recommendation be good for the public?
