Your report should discuss recent reforms in your own countrys budget system( SOUTH KOREA), discussed
along the following guidelines:
o Give a description of a reform or major change in your countrys budget system.
Specific references (plans, laws, etc.) and examples are strongly urged.
This should include a brief discussion of your countrys budget system,
especially what shortcomings existed in the old budget system, which would
have partly motivated the reform(s).
If necessary, you should include general background information if its
relevant (such as economy, sociopolitical factors, etc.)
What was/is the official rationale for the reform, and what are its stated
objectives that are to be achieved?
What is your own assessment of the reform (as planned, and its
progress/outcome)?
Does it help strengthen any of the key principles of budgeting
(annuality, unity, universality, specificity)?
o In your opinion, is it possible that these principles could be
less or even more relevant in your countrys current situation
(than, say, for an OECD country; note your countrys national
priorities and political/social consensus can differ from such
countries)?
Or were there priorities/goals other than the budgeting principles that
motivated the reform(s)? Please explain.
o Presumably the government (executive) was the main proponent of the reform(s)? Or,
did other players (legislature, other kinds of interest groups/parties) also play a
significant role?
o Do you think that there still remain (after the reform(s) you described) further
possibilities for improving your budget system? This can be fixing an identified
weakness/shortcoming, or it could be a leveraging action so that the budget system
can help the government to achieve some other kind of goal. E.g., one of the following
could be the answer that you would like to elaborate, but other answers are also quite
acceptable:
Reforming/modernizing your budget system (e.g., measures to suppress
corruption; improve monitoring of spending information; better linkage with
development plans perhaps through multi-year budgeting)what do you think is an
urgent priority, and what is being done about it?
Development plans for your country (as a whole, or maybe you can focus on some
