For this first portion of the paper you are going to work on the sections highlighted in GREEN only. The Blue sections will be submitted later.
For the final paper, you are required to select a federal social welfare policy of your choice and analyze the policy using the framework described in the Gilbert & Terrell text.
You may choose to narrow the focus of your analysis by:
examining how the policy impacts a specific population (such as, policies related to children, LGBTQ, young adults, people over 62, people with disabilities, people who are refugees); or
examining how the policy impacts another social issue (such as health, mental health, poverty, equity, etc.).
Your paper will begin with a review and introduction to the nature of the problem that the social welfare policy is set to address. In this section, you will also discuss the background of the policy you selected and present the reader with an understanding of what the policy is attempting to address.
Your six (6) page research paper should analyze:
1. what the benefits are,
2. to whom they are offered,
3. how they are delivered,
4. and how they are financed.
You should analyze the strengths and weaknesses of the policy or system and offer recommendations to rectify the problems.
Your analysis will be deepened by comparing and contrasting the U.S. system with how the social issue(s) is addressed in another country. So your paper will also cover the an analysis of the who, what, how, and how, of the corresponding policy in another country.
At the end of the paper you should include a draft letter to a state representative expressing your analysis of the policy and your recommendations.
The paper must comply with APA format and use a minimum of 6 peer reviewed scholarly articles on the analysis and evaluation of the policy.
You are also required to put together a collection of current events and news articles that relate to your paper. Your collection can include relevant articles, photos, or social media posts, etc. This is an important part of your research as you deepen your understanding of how the issue is portrayed, and presented in popular culture and the news. Please provide an explanation to why you selecting the item for your collection. Do not just list links to websites, etc. Make sure to highlight how it relates to your paper. Up to 5 Extra Credit Points will be given for this addendum to your paper. Points will be given based on substance, creativity, and overall presentation.
