As a human service practitioner, adhering to legal and ethical guidelines is critical. Not only should practitioners have a solid understanding of these guidelines and how they relate to the complex child welfare issues, but they also need to be aware of best practices and the most effective service delivery models to act within these guidelines when working with children and families. Human service practitioners can also help families who are receiving services to negotiate the legal and ethical guidelines that affect them through education and recommending resources. In addition to providing service for immediate crisis, it is important for the practitioner to empower families through education.

Incorporate scholarly research into the presentation. Scholarly research includes journal articles, government websites, and books. As you research, examine the sources you choose for validity and bias. Use sources from reliable authors. For the presentation, you will select a case study based on the selected issue. Using this case study, you will design a presentation for the family in the study that will provide education around the laws, regulations, and resources available in its community.

Use the case study that you chose in Module One from one of the following pages in your textbook: 71, 118, 189, or 241. Be sure to address all critical elements as listed below (I–V). This rough draft should include all of the following sections: Introduction, Resources, Legality, Recommendations, and Communication. Be sure to also include at least three references.

Specifically the following critical element must be addressed:

I. Introduction: Identify specific needs of the family around the issue and the family’s demographics. Where does the family live and why will this be important? What is child’s age and why will this be important? Two distinct child welfare case study options will be provided for your support and guidance during Module Four. Refer to your readings and tasks in Module Four for assistance.

II. Resources: In Module Two, you applied federal legislation to a case study. There are readings and resources in Module Two that will assist you with this part of the project. Additionally, use the readings and tasks from Module Four to learn more about resources.
A-Discuss the resources the chosen state and federal Departments of Health and Human Services provide around the specific child welfare issue. Are there restrictions to who can use these resources? How would these resources apply to this family? What benefits would these resources provide the family? Where are there gaps in service?

III. Legality: In addition to the resources listed in Critical Element II above, use the readings and tasks in Module Four to solidify your understanding of legislation, as well as child welfare guidelines.
A- Discuss state and federal laws that would apply to the family’s specific case. Are there evidences of illegal behavior? How would the laws either protect or persecute in this case?
B- Discuss child welfare guidelines that relate to this specific case. Why would the family need to know about these principles? How would principles relate to this specific case?

IV. Recommendations: Modules Five, Six, and Seven have readings and tasks that will assist your progress as you learn more about resources that you can recommend for families with legal and child welfare issues.
A. Recommend resources that can help families negotiate legal and child welfare guidelines around this issue. For instance, where would they be able to find these guidelines, and if they need an advocate, how can they obtain one?
B. Based on the available resources at the federal, state, and community levels, recommend some of the best resources you would recommend to families. Why do you consider these as best and go-to resources?
V. Communication: Ensure your presentation is appropriately tailored to your target audience, clearly communicating the content, and using dynamic elements to hold the audience’s interest.
