Does the price of student fees such as dorms and meals affect the price of tuition?

Your Research Paper is a Proposal Argument.
Your assignment is to research a current social problem/issue about which you are curious.
Take a stand on the issue and propose a solution

The structure of a Proposal Argument is as follows:
1. Convince your reader that a problem exists.
2. Explain your proposed solution.
3. Offer justification for your proposed solution. Anticipate and summarize any possible objections to your solution.
You need to have thorough knowledge of the issue you choose. Your stance towards the issue must be specified in your thesis statement/claim and must be thoroughly supported with outside research.
Your paper must be 8-10 typed pages, not including the Works Cited page.
Use MLA guidelines to format your paper and cite your sources.
Refer to a minimum of five outside sources (scholarly books, journals, print/online sources).
In other words I need a proposal argument that incorporates some of these answers to these questions:
How does a college determine the price of tuition?
Does the price of student fees such as dorms and meals affect the price of tuition?
Should college tuition be free to those whose parents make under a certain amount?
How often does a college or university get paid in full by a student, or have a student pay off all their debt?
What percentage of students choose not to go to college due to the price of tuition?
This is the these statement I started: The price of college tuition has risen at a faster rate than the cost of medical services, child care, and housing. Thousands of people are still in debt years after they have graduated from college and won’t be able to pay it off anytime soon. As a society we can hold the colleges accountable for their excessive spending, reduce the expenses that come with college, and make it affordable to everyone who wants to further their education.
