The United States has five percent of the world’s population and twenty five per cent of the world’s prisoners which makes us the clear leader in the world imprisonment rate. These prisoners are not distributed evenly across the population. Most come from disadvantaged homes, poverty, unemployment, bad schools, single (or no) parent families, and have little or no social agency support. They were mostly young, poorly educated , mentally ill, and suffering from substance or alcohol addiction when they entered prison.

How could our government drastically reduce the number of prisoners in our jails and prisons and still maintain social order?
