Explain How to Decarbonize the Electricity Sector.

In other words, I’m asking you to try to use this essay to try to figure out how to decarbonize the electricity sector while
making three assumptions:

1. We cannot magically change the balance of power. It is what it is. We may be able to change interests, however. For
example, ratepayers may already have the power to overcome opponents, but may currently oppose decarbonization
because it is not in their interest to support it. The same could be true for utilities or industrial energy users.
2. We can’t rely on people being confused or distracted. We have to assume that interest groups now know their interests.
3. Thus the answer is to figure out how to make policies that make it in the interests of those actors with sufficient power to
overcome opposition, to support decarbonization.
