It will include Biden and Trump administration
Policy report based on US policy and comparing the current policy with Trump policy during his time in
office.

25% I guess of the paper should be justifying it.

maybe 25% should be describing the status quo

OK and then maybe the remaining 50% should be your discussion of possible alternatives are possible reforms and your recommendation based on that discussion does that make sense
