1. Project topic AND description: Development of an integrated case management
system issuing benefits and services to the people of ABC county.
2. Project purpose AND goals: To Develop an automated software case management
system for subsidized child care. Which will help providers to register themselves and
receive compensation directly from MSH state.

DESIGN and DEVELOPMENT:

1. Explain why the problem and technological solution you have proposed are worthy of
study:
As IT Manager for ABC county, it has been noted that the county is experiencing loss of
productivity and lagging customer satisfaction because of outdated manual child care
benefit application process. County workers have to excessively work on the application
process resulting in manual error, delayed processing and wrong assessment. This
proposal presents an IT solution in the form of a complete automated child care case
management IT systems and software, to increase productivity and enhance the
customer experience.

2. Projected outcomes and deliverables:
i- One-time entry of information for multiple programs
ii- sharing of information across multiple programs, automation of repetitive paper-based
administrative tasks
iii-Easy access to the information Providers need, such as vouchers & attendance rosters.
Update Provider information online with the click of a button.
iv- No individual County contracts—once enrolled in the Provider Portal, Providers can serve
children in any County in MSH state.
v-Payments directly to Provider account
vi- automated eligibility determination resulting in quick turnaround.

IMPLEMENTATION and EVALUATION:
1. Describe how you will approach the implementation of your project: Currently there
are 100 counties in MSH state which follow the manual process for child care benefit.

2. The project will begin implementation with a set of four Pilot Counties—these
Counties will provide early feedback on the system so the project can make any
adjustments needed before implementing it for others. The project will then be
implemented for all other Counties in four groups, A, B, C, and D. Pilot Providers will
begin enrolling in July 2022, followed by the remaining groups between August and
October 2022. Pilots will begin accepting vouchers and submitting attendance,
completing their transition to the Provider Portal, in March 2022
