General Guide
It is suggested that the following outline be followed in structuring your comments.
1. Statement of who you are and your interest, why you should have standing.
2. A summary (bullets) of your issues (what is proposed, the injury created, the need to correct—violation of law and regulations).
3. Point by point development of issues.
a. The cause-effect chain of the issue
b. The end result that is unsatisfactory (specific regulatory violation)
c. The relief or solution to the issue
d. The outcome resulting by the solution or relief requested
4. A summary of the specific relief or change being requested that is specific to a regulatory or legal requirement.
