Instructions: The assignment includes a description of the policy issue the student wants to address in the
final paper.
Description of the societal problem/issue, including who has been affected by the problem, its magnitude, the severity, and a time frame.
Analysis of the possible causes of the problem.
Description of clients and/or stakeholders that would be interested/involved in the solution. The stakeholder analysis must include a description of how the stakeholders perceive the problem and what values are expressed in their definitions.
The description of the policy issue and its causes must be based on existing literature and include quantitative data.
