This is the full rough draft of your policy recommendations or strategy. You must now provide a full description of the recommendations/strategy. Remember to make it as clear and detailed as possible.
You must provide EITHER a policy recommendation OR a strategy, not both. Here is the description:
(a) policy recommendation
For the policy option, you must present at least two policy options that a government should consider taking to address the problem. For each policy option, you provide details on the goals of the policy, explain how the policy would be implemented and assess the pro/cons of the option. You should also indicate which option you feel is the best and explain why. (Note: it is best to limit the options to two or three policies, not more.)
(b) strategy
For the strategy option, you must present a strategy to address the problem from the perspective of a non-state actor such as an NGO or corporation. What sort of actions can a non-state actor take to contribute to solving the problem? Write up a strategy for action which provides specific activities, programs, etc. that the non-state actor will conduct in order to advance a solution to the problem. For example, possible NGO strategies include advocacy campaigns, public awareness raising, service programs in the community, etc. If the issue is an economic one that impacts corporations, you might consider how a big corporation might respond with its own internal policies and draft a strategy for that. Whatever kind of strategy you choose, try to make it specific and not too broad.
For either option, try to think of the types of actions, the audience or target population, the level of action (local, national, global) and the methods and tools available.
Also, be sure to incorporate how your policy recommendations/strategy address challenges, gaps and obstacles identified in the second section of the paper (past attempts). If there are possible weak points to your policies/strategy, point them out and also mention how they can be managed or mitigated (or at least dealt with later).
Assignment: Write up a full draft of your policy recommendations or strategy to address the problem (2-4 pages).
