Crime was still on the rise during the Jacksonian era with murder in particular experiencing a marked increase. Slave rebellions and riots were the “extraordinary” crimes of the time, and laws were passed that would place stricter penalties on those who protected fugitive slaves. A salient event in policing occurred when the first police department in the United States was established in Boston. Other cities would soon follow, creating their own full-time police force. The fledgling American court system was still undergoing changes, particularly those involving the training of lawyers and the selection of judges. In corrections, two different systems emerged—one stressing a separate labor system and the other a system predicated on silence. The correctional innovations of probation and parole would also emerge during the Jacksonian era. Concerning juvenile justice, the use of houses of refuge to deal with delinquents would increase but so, too, would the problems of overcrowding and abuse. Furthermore, similar to what was occurring in the adult system, intermediate sanctions were being used in the juvenile justice system with the concept of “placing out” emerging as one alternative to incarceration.
