How can the US support Peru’s government and the Armed Forces in eradicating the production and distribution of Cocaine?

The topis is the following:

Problem: Peru is one of the leading producers and exporters of cocaine in the world. This is a problem for the USA because most of the cocaine is sent to the USA. Peru’s Armed Forces are fighting against the production of cocaine in Peruvian soil, especially in the VRAEM region, but they’re being ineffective in doing so. How can the US support Peru’s government and the Armed Forces in eradicating the production and distribution of Cocaine? Solution: Institutional strengthening of the Armed Forces in Peru through funding, training, intelligence sharing, knowledge transfer, etc.

The focus the professor is expecting is this one:
The problem looks to be in pretty good shape, so you’re set there. The trick now is dealing with the solutions that you’re going to examine (and that don’t need to be solidified quite this early), just keeping in mind that you are going to be comparing/contrasting 3-5 options against one another to see which one or combination makes the most sense to recommend.
