You are a professional staff member working in your state government. You will be making a policy recommendation to your governor on an emerging policy issue (K-12 Reform in the state of Florida). Your project should include the following:
Research the policy issue
Gather arguments that support the policy decision and oppose the policy decision
Build a case for policy change
K-12 Reform in the state of Florida is the public policy issue where the federal government and state or local government are in conflict.
Determine the issues
Select a public policy issue where the federal government and state or local government are in conflict.
Identify the stakeholders
Identify the key arguments surrounding the policy issue in your state, and who the key stakeholders are (both supporters and opponents) that must be considered in forming the policy position.
Identify obstacles and opposition viewpoints
Present a SWOT (strength, weaknesses, opportunities, and threats) analysis of your policy recommendation.
Provide arguments in favor and in opposition to the policy that would provide background information for the decision maker.
Identify metrics to establish policy success and to judge the effectiveness of the policy once implemented

Part 2
Provide an implementation plan for your policy recommendation (2 pages). The implementation plan will identify the necessary legislation, regulation, and policy changes needed. It should include a recommended time line (1 page) and a press statement (1 page). The recommendation should include the following:
Provide executive-level recommendations
1-page executive summary that presents the issues and provides the recommended course of action to the governor
Suggest clear, specific proposals for policy implementation: who should do what by when
An implementation plan for the policy, highlighting the actions required by the different branches of government
Present evidence to support recommendations and monitor implementation
Communicate the results: reports, briefings, executive summary
A recommended press release that the governor would use to announce the policy
