As noted in the foreword of No Time To Wait: Building a Public Service for the 21st century, the National Academy of Public Administration (NAPA) formed a panel of respected human capital experts to develop strategies to address the federal government’s civil service and human capital challenges. They proposed a transformation of the federal government’s existing human capital system and processes that would strengthen the ability of federal departments and agencies to attract, recruit, retain, motivate, pay, and hold accountable a high-performing workforce required to meet the current challenges.
