1. Who has the lead role for cyber security in the federal government?

There have been several media reports, op-ed commentaries and discussions (more generally) about the “NSA spying program.” Take a position regarding intelligence agencies’ authority to conduct surveillance on Americans. Should we limit such authority? Where should we “draw the lines” of their authority? Things you might consider: private phone service carriers, search warrants signed by judges, etc…
