This is an exam paper It should include an introduction (which contextualizes the questions and provides a thesis statement and plan outline), a first paragraph (explaining Amartya Sen`s concept), a second paragraph (critically explaining how the concept is interpreted by international institutions, please use the UN sustainable development goals report from 2020, the link is down below), and a third paragraph (how this interpretation affects policymaking, use the case study of Brazil found in the lecture pdf (link down below) and use the Frediani article), and a conclusion. As you can tell, the question requires analysis with arguments and sources, please be sure to include those. This should not simply be descriptive. The example of a policy implication is already provided in the lecture notes, it is a case study of a Brazilian favela that the World Bank wants to renovate. Essential ideas/arguments/concepts to include are provided in the lecture pdf (please do not limit yourself to the lecture, you are free to include your own arguments/ideas but concepts from the lecture are essential). The 5 sources that must be referenced/cited are provided as well (please read the sources and use them to support your own arguments/ideas). The lecture pdf is my own notes, they outline key concepts to include and talk a bit about two of the sources that I have attached.
