In this assignment you will prepare and deliver testimony on a bill. Please read the bill provided.
Assume that the Health and Human Services Finance and Policy Committee is holding a hearing on the bill. You are a Minnesota resident who is testifying at this hearing. For purposes of this assignment, choose what type of resident you are. For example, you could be a concerned relative, a health care provider, or a patient – you are not limited to this list.
You have a lot to say about this issue and you were expecting to have about 15 minutes to testify. But, the committee has gotten behind schedule and tells you that you have no more than 3 minutes to testify. Luckily, you came prepared with a 3 minute version of your testimony just in case this happened.
Write your 3 minute testimony. Focus on the key information you want the legislators to know! Think about how you are conveying the information.
Grading rubric:
101-150 points
Provides effective testimony, demonstrating careful consideration of the issue. Choses and clearly identifies a perspective (type of resident testifying) and provides testimony consistent with that perspective.
51-100 points
Provides satisfactory testimony, perhaps lacking clear points and unlikely to persuade legislators.
0-50 points
Provides testimony that is contradictory, difficult to understand, or lacking a clear perspective. Disregards the 3 minute limit.
