Multi state robbery Rico

Baby face Steve in a core group of six men set out to rob banks. They occasionally recruited others to assist. They were loosely and formally organized. They were lacking A leader, chain of command, a master plan. They decided to rob as many banks as they could. Over the course of 30 days in different states they attempted and succeeded in robbing over 30 banks. Steve was eventually caught and arrested and charged with Rico.

Use above scenario to answer these questions
