(Write about the Oil Pollution act of 1990)
For your term paper, you will choose one environmental policy and give a detailed account of how it was shaped and developed over time. This paper will incorporate all that we have studied during the quarter—how an issue comes onto the public agenda, what shape it takes when it becomes policy, how it changes over time, and the branch(es) of government in which this policy is adjudicated.
You may choose a specific law, or you may choose a topic that is a sub-set of a larger issue area (wetlands policy under the Clean Water Act, for example). You may choose a topic that has to do with either pollution control or public lands policy.
Your paper will require outside research; this is not a subject that can be addressed solely through class notes. A good term paper will include:
*a brief history of the issue (how it arose onto the public agenda; reiterating the Downs or McFarland stages is not necessary, although you will likely find them useful for understanding how your policy arose);
*the manner in which it was first addressed (was there a law passed immediately to deal with it, or were other methods of addressing the problem tried first, such as a regulation or court ruling?);
*the various positions for and against the issue as it was being addressed (e.g., perhaps one side wished to address it as a state-level issue, while the other side called for passing a federal law; or, there were some issues that were addressed by the law, but others that were not);
*how the policy was received after passage, including criticisms or praise for its impact and effect, and;
*any subsequent revisions to the law in the period since, including administrative regulations and court rulings.
What you are doing is explaining the life cycle of an environmental policy—why did it take the form that it did? (which touches upon how it first came to be and what was initially included in its provisions); what has changed in the law over time, and why (especially, why did the law change in certain ways and not in others)?
Your paper should have 1” margins on each side and use 1.5 spacing. The font is of your choice, but should be no less than 11-point and no greater than 12-point. Page numbers are required.
The paper should be 12-15 pages in length, with page numbers, text notes (where appropriate) and a bibliography. Any graphs, tables, charts, or other visual representations count toward the page limit, whether they are in the text of the paper or in appendices.
