Around 80-85%% of the paper should be the body. Maybe even a bit more. So for every 10 pages, 1.5-2 pages are intro/conclusions, the rest is body. But, the body can contain a first section on Background, so the paper can contain a pretty substantial amount of historical development of the technology. In that case, the “Introduction” is really a summary of the why the topic is important and a brief synopsis of the body and conclusions.
