declaration, and a rough idea for a thesis. The main body needs to be three full pages. so I would like it to go at least a little into the fourth page

Thesis:

conduct this operation based on congressional approvals, years of intelligence
gathering and a long history of global atrocities Bin Ladin was connected to.
