Read the following hypothetical requests for proposals (RFPs):
Oroville Trash Incinerator Proposal and Adams Crossing Historic District (file attached)
You work for a planning consulting agency that is competing for each RFP. Write a short public participation plan for each RFP that answers the following questions:
What are the decisions that need to be made?
For each decision:
Use Table 1 of the Purpose-Issue Matrix. What stage(s) does the decision fall into in the policy development process? What should the purpose(s) of public participation be?
Use Table 2 of the Purpose-Issue Matrix. How well structured is the issue related to this decision? How did you come to this determination? Who are the stakeholders?
Use Table 3 of Purpose-Issue Matrix and consult Creighton pp. 102 – 137. What techniques would be appropriate to involve the public in this decision? Which stakeholders should be involved in each technique?
Grading criteria:
Write one paragraph or more (up to two pages double spaced) for each RFP. Full points will be awarded to responses that 1) answer all of the questions/complete all of the tasks, 2) apply the concepts correctly, and 3) are free from writing errors. Partial points or no points will be awarded to responses that do not meet these criteria.
