over the past decade about the trend toward surveillance and monitoring of probationers, and the lack of
support for rehabilitation programs such as substance abuse prevention and vocational training. There are more rules being passed down for urine tests for drug use and a “zero tolerance” once someone tests
positive.
Probation revocation rates are going up dramatically. How can you move toward a more balanced
approach to supervising probationers? How would you do this? What empirical information would you use
to advance your arguments?
