Reaction Paper: Lessons Learned from the Montreal Protocol?

The Montreal Protocol is an international treaty designed to protect the ozone layer by phasing out numerous substances responsible for ozone depletion. This was signed in 1987 by ALL United Nations members.

What was concluded to be the biggest culprit of ozone depletion? How did this agreement look to fix the problem (in general, you don’t have to get technical here)? Did it or is it working? Most importantly, can you see any application to understanding the significance of the Montreal Protocol to anything similar we are facing today?

This reaction paper is based on your thoughts. You can support it with literature, but I am not looking for a paper with official citations.
