Social Structure and social process as they relate to policing, punishment, and rehabilitation

Arguably, social structure and social process theories may have a lot to say about preventing crime in the first place through economic and social interventions in communities, but do they have much to say about policing once crime is rampant in a community? Describe what insights those theories might suggest for how to structure policing, punishment and rehabilitation that go beyond a rational choice focus of deterrence.
