taking appropriate assessment of student performance

The general topic of the paper is this:
Universities have to provide assessment data (assessment is also known as assurance of learning) on student performance to external accrediting bodies. Lots of time and money is invested in collecting, reviewing, and making decisions that then need to be implemented from this data. This data is almost always collected from random students who happen to be enrolled in a class that needs to collect data at a certain time. This evaluates student performance, but not learning. This is statistically not the appropriate way to collect this type of data and yet lots of effort and important decisions are being based off of this. I want to discuss the idea that assessment efforts should require that universities should follow students through time to actually track learning and not performance.
