Your main focus, from what I understand, is
1. Immigration legal frameworks –> How they have been impacted by the pandemic
(in order for the reader to understand how the law has changed in the last two years, you need to explain how it was before).
2. The impact these changes and other pandemic-related aspects have had on potential immigrants.
You need to structure this text as a research paper.
Components of a research paper
1. Hypothesis/Proposition/Issue
2. Questions that you are asking and that you will try to respond to through research
3. Methodology: Quantitative (your could use statistics from the U.S. Census Bureau, the Pew Research Center, and other reliable sources, surveys, etc.), qualitative (interviews, case studies, ethnographic participatory observation, etc.), mixed (for your paper, this may be the best to go).
4. Literature review/Secondary sources
5. The body of your paper contains your argumentation, supported by evidence (discuss in a rigorous manner the changes to the law that have been triggered by the pandemic).
6. You do want to discuss the impact of the pandemic on topics like delays, public health (mental health included), etc. Ideally, this should be in your introduction.
7. Conclusions
