i. Who are the actors? What is their motivation? Where are they in the country?
What kind of person are they recruiting?
ii. What, if any, outside actors are driving this terrorism?
iii. What is the general structure of the terrorism? Is it secretive and cellular, open
and quasi-state, etc?
b. Discuss the government response:
i. What are all the tools being used by the government to respond to this terrorism?
Laws, military/police, social programs, etc
ii. What outside actors are supporting or hindering this response? IGOs and NGOs,
allies and enemies, weak borders, etc
c. Your informed opinion on the success of the government’s response:
i. Your position must be based on quality sources and evidence.
ii. What could the government be doing to improve their success? Your suggestions
must match what the country is capable of. For example, don’t suggest that
Mozambique create a billion dollar agricultural-development plan.
All throughout this paper you should be weaving in the knowledge you gained from your Theory Paper.
