Your final assignment asks you to evaluate the components, strengths, and weaknesses of the climate mitigation and/or adaptation efforts to build resilience to climate change in a community/state/region of your choice. The final paper will build on the two Memos developed during the semester, but should not simply be a compilation of these Memos. Your focus of this final paper will be to assess and critically analyze the program/plan and give recommendations/critical musings on improvements/next steps. Below is a guideline of suggested content of the paper sections and page lengths:
Introduction (1 page)
What is the problem, the case, your overall assessment
Context (2-3 pages)
What are the climate projections for the region; is there a history of planning and/or planning for future hazards; what circumstances preceded and led up to the planning effort/program
Case study (5-7)
Describe the case: hazards, socio-environmental conditions, other stressors, impacts/outcomes
Describe the plan/program and its components; planning process (e.g., top down or bottom up, collaborative, rational, advocacy); who are the actors/stakeholders and how are they engaged; funding mechanisms; how vision/goals are defined; how information is communicated
How do they think about concepts like risk, vulnerability, adaptation, and community resilience and how are they related, or not?
Evaluation/Analysis (6-8)
How does this effort build community resilience; What has been achieved; What aspects were not successful; What are the barriers and constraints; What community characteristics help/hurt the process; Is it novel, incremental, transformational; What is the relationship or connections to other projects/initiatives/plans; Why is this different from what has been done in the past; Potential for maladaptation; Were there any innovative ideas or major shortcomings in the plan/program; Provide recommendations for what could be done better.
Conclusion (1)
Summarize and provide thoughts on future planning/next steps
