According to Penner:
The federal government currently funds about 57% of the costs of Medicaid. The ACA has encouraged the expansion of Medicaid eligibility, with the federal government paying 90% to 100% of these new costs over future years (Kaiser Commission on Medicaid and the Uninsured [KCMU], 2013). (p. 53)
Consider the discussion about excess costs in the healthcare system discussed by Speer et al. Consider Sommers’s discussion about the financial implications of the changes in healthcare utilization and cost with the expansion of Medicaid outlined in the article. What are the positive and negative healthcare cost and utilization impacts related to the regulatory expansion of Medicaid to: (1) the state, (2) the healthcare providers, (3) the individual patients? Do the positive financial impacts/risks outweigh the negative financial impacts/risks? Why or why not? [MO 2.2]
