What methods should communities consider to mitigate the effects of disastrous flooding?

What methods should communities consider to mitigate the effects of disastrous flooding? What are their advantages and limitations? How can they be applied to hazards other than flooding, including such human-made disasters as terrorism? What political or social challenges exist in mitigation planning, and what incentives can the government offer to enhance mitigation planning?

Being that flooding is the number one most identified disaster declaration in the US (source: www.fema.gov), do you think that property owners in a flood plain should be allowed to build there? Or, should the government be able to prevent development in a flood plain?
