The Department of Homeland Security did not exist at the time the Oklahoma City Bombing took place. Nor was there a governmental effort to create an agency like DHS after the bombing took place.
However, as we will see in this module, the 9/11 attacks mobilized a significant government reorganization to address terrorist attacks similar to the one that took place in Oklahoma. This re-organization led to, in part, the creation of the Department of Homeland Security.
