Write an Australian counter-terrorism practices analysis.
Write a briefing paper on a particular aspect of counter
terrorism practice. Your brief should focus on one of the following key
elements of governmental responses to terrorism
intelligence
law
enforcement
military
Your brief
will outline the key purposes and practices of your selected area of counter
terrorism policy and practice and consider the costs and benefits of these
policies and practices. In addition, your brief should also assess how these
policies and practices have changed over the period since 9/11, wherein counter
terrorism has remained at a high operational tempo.
In writing
your brief, you should seek to try and effectively communicate what the core
practices and purposes of your chosen element of counter terrorism are, assess
how it has changed (or that it hasn’t if that is your argument), and what the
impact of the post-9/1 ‘War on Terror’ period has been on this area of counter
terrorism.
You are
encouraged to make reference to historical comparisons if that is effective, or
to focus on a specific practice (for instance targeted killing, warrantless
wiretapping, etc) but be sure to frame your chosen approach in the general
context of, for instance, “intelligence and counter terrorism.”
For context,
imagine you have a new minister or secretary with limited experience or
exposure to counter terrorism, and/or to the specific area of activity you are
focused on, and your role is to bring them up to speed on what the:
Key
purposes and practices of intelligence or law enforcement or the military
in counter terrorism are:
The
costs and benefits of these purposes and practices;
How
have these purposes and practices changed since 9/11?
You are not
required to analyse these issues through the lenses of a specific organisation
(say, the FBI) but rather by reference to the area of government (intelligence,
law enforcement, military). You can if you wish, use a specific organisation as
a case study in support of your argument e.g. analysing the changes that the
War on Terror has had on the CIA.
