Write a paper, analyzing a large-scale US natural or manmade disaster. The student will also asses the role and effectiveness of emergency management specialists at all levels local-federal and the effectiveness of federal and state laws/guidelines in responding to and managing this event.
I expect that you answer all aspects of the question detailed above e.g. if there are three parts, answer all three parts. SEE THE RUBRIC BELOW. Limit your paper to 3,300 words MAX with no more than 300 words dedicated to the introduction, maximizing the word count for your analysis. Structure the essay as an argument and take a position up front (thesis). You can then write paragraphs to support your thesis while answering all aspects of the requirement however you wish i.e. one paragraph for each part of the requirements or multiple paragraphs covering multiple aspects simultaneously etc.
