Areas of the manual you intend to leave as is may be left out of the proposal if immaterial.
Include counter arguments and evidence for potential opposition
Overall, the proposal will be assessed on:

The extent to which the proposal increases the effectiveness of the manual to ensure police conduct, procedures, and practices will in fact universally (Sacramento/everywhere, now/future) facilitate social control, protection AND justice.
Social Order, Just Deserts, Equity, Constitutional Rights for all.
The ultimate proposal removes all possible weaknesses of the manual.
The amount and quality of the evidence (persuasiveness of theory, research, data, law, reasoning, philosophy, etc) that the proposal includes in the footnotes.
The extent to which the policy changes persuade one to consider the proposal.
