120-6 Group Hurricane Strategy

This is a group project and I am responsible for 2 components:
The INTRODUCTION of the entire assignment (see below) and the OVERVIEW of non-structural mitigation strategy to deal with a hurricane in New England. It can be less than two pages. Here is the assignment for which I need to only provide the above 2 compoonents:

Pick a hazard that interests each member of your group (HURRICANES) and write a 5-page paper outlining at least three mitigation strategies to deal with that hazard. At least one structural and nonstructural strategy should be used and each strategy should include:
An overview of the strategy (what is it, why will it work)
A cost/benefit analysis (qualitative or quantitative). You may not be able to find exact numbers so estimates are acceptable.
A SWOT analysis
The final paragraph of your paper should identify the best mitigation strategy and you should support why this is the best choice.
