This is a 2 part order. The first part is a review of sources, and the second is the paper. For now I just need part 1 done, then after feedback from my professor I need part 2 completed.
Both parts are based off the following case study:
Case
Study 2: Looking at Policy Reform and Service Practices in a ‘Dry Shelter”
The North
Rochester New York St Paul homeless shelter has been around since the early 1980s. It has 35 beds for men and 25 for women
seeking shelter due to homelessness. It
has always operated as dry shelter, meaning persons who stay there must be
sober or not using alcohol or other drugs.
Recently
the new Program Director questioned the practice of only providing accommodation
and supports to persons who are sober. Her questioning of such practices
was prompted by a recent death of a homeless person who was turned away from an
overnight shelter stay at another local shelter, due to the fact that the man
was actively drinking when he came to the shelter. The man died from being
exposed to the harsh winter climate. This
got the program director to thinking: How many homeless persons on any given
night have to sleep rough due to their active use of alcohol? Is abstinence the best policy? Are they somehow doing a disservice to those
who have addiction problems, who are not ready to stop drinking?
The new
Program Director would like to make some changes with regards to the ‘dry’
policy, however she is not entirely sure if there is evidence that shows using
a Harm Reduction Model works. Or what
services would need to be developed in order to create resources that included
reducing the harmful effects of drinking.
The director asks you as the undergraduate social work student to do
some research on the Harm Reduction Model’ as applied to homeless shelters,
stating that she believes that the
current policy is not meeting some of the residents where they are at; meaning different
people need different supports and solutions. Very specifically, she has
as you to explore the research on harm reduction models as applied to homeless
shelters. She wants to know if such a
model has been shown to be detrimental in anyway and or if there is evidence
that it can actually help a person to become independent and if so, what
specifically appears to work? In fact,
she is not even sure about the prevalence of alcohol use, addiction or abuse
among the Rochester homeless population.
She would like you to research all of these things and write up your
results for her, so she can better understand the needs of the homeless
population as they pertain to alcohol use and the effectiveness of harm
reduction techniques.
