Imagine a conversation between Locke and Mill. How do you imagine that Locke might have responded to Mill’s claim, “the sole end for which mankind are warranted, individually or collectively, in interfering with the liberty of action of any of their number, is self-protection. That the only purpose for which power can be rightfully exercised over any member of a civilised community, against his will, is to prevent harm to others”? Explain your answer with reference to specific passages in On Liberty and in the Second Treatise of Government. How do you imagine the rest of the conversation between Mill and Locke unfolding?
