Prep Paper One (20 points) is a short paper (3 pages – not including references)
Summarize and discuss how the framers (federalists vs anti-federalists) of the US Constitution would view current surveillance practices (post 9/11). (6 points)
Assess whether the framers would find these policies overboard or adequate based on constitutional framing, the powers of the state, civil liberties, and the policing/national security imperatives threatening public safety and national security. (12 points)
Please use the references we have studied in class (weeks 1-3), cited as necessary. Case precedent, reference to the readings is recommended. (2 points) Apply these appropriately in the context and relevance to the case you are making in your prep paper. Be specific and clear in making your arguments. The paper should be organized using APA format. PREP PAPER 1 IS DUE FEBRUARY 22 ON BLACKBOARD. All papers should be submitted via Blackboard by the due date (02/22/22) under the Prep Paper One Tab on Blackboard which will be available after 02/15/22. No late assignments are accepted. NO EXCEPTIONS.
