Having a well-defined emergency planning process can help minimize the impact of the incident on the people, property, and emergency responders. This can be done through the preparation of various components of the emergency response. For instance, training and equipment can be acquired and tested to ensure that the agencies are ready to respond to the incident. Before an incident can be planned, it is important that both the local emergency responders and the on-site personnel are evaluated to ensure that the appropriate level of response can be achieved. This process can be carried out through various parameters such as training and equipment. A comprehensive and effective pre-emergency plan should include a broad description of the organization and its emergency management division. The creation of a pre-emergency plan should be regularly reviewed and updated by both the organization’s in-house and external emergency responders. It should be prepared for various natural or intentional hazards, such as earthquakes, hurricanes, floods, and fires. Terrorist attacks, natural disasters, and other intentional or accidental incidents can also be handled through a well-designed emergency plan. A well-designed pre-emergency plan can help the emergency responders identify the various areas and equipment that are needed during the response. It can also help them develop a strategy to minimize the impact of an incident. “Having a well-designed operational risk management plan can help ensure that the organization has the necessary resources to respond efficiently” (Bennett, 2018 para. 25). It should also include an overview of the building or area. This should include details such as the locations of vital equipment and the shelters available. It should also include a list of the number of people who are present at the facility during certain times of the week. Some of the areas that should be considered include restricted or limited access zones and areas with fire alarms and sprinkler systems. This should also include a list of the various components of the emergency response that are expected to be carried out. Some of these include the establishment of a risk assessment process and the use of appropriate equipment and techniques. An organization’s emergency management division should also have a variety of tools and resources such as medical procedures and decontamination solutions. These can be used to help minimize the impact of an incident. A formal emergency management process can also help restore services quickly. A formal mutual assistance agreement should also be signed to ensure that the various agencies that participate in the response are able to share resources. Having this agreement can help ensure that the resources are distributed to the appropriate agencies. A well-designed pre-emergency plan should also include a variety of photos and diagrams to help the emergency responders identify the various areas and equipment that are needed during the response.
