Examine the CAFR . utilizing the CAFR obtained for exercise 1-17 in chapter 1 review the governmental fund financial statement and related date and government wide financial statements. Noe particularly these items:
a. Statement of activities at the government wide level. What is the most costly governmental function or program operated by the government? Do any of the functions/program have net revenue? Did the entity increase or decrease its governmental activities unrestricted net position this year? Did the entity increase or decrease its business type activities unrestricted net position this year?
b. Statement of Revenues expenditures, and changes in fund balances for governmental funds.
1. Revenue. What system of classification of revenues is used in the governmental fund financial statements? List the three most important sources of General Fund revenues and the most important source of revenue for major governmental fund. Does the reporting entity depend on any single source for as mush as one-third of its general fund revenues? What proportion of revenues is derived from property taxes? Do the notes clearly indicate recognition criteria for primary revenue sources?
Are charts, graphs or tables included in the statistical section of the CAFR that show the changes over time in reliance on each revenue source? What have been the trends in revenue source over time?

List the three largest categories of General Fund expenditures; list the largest category of expenditure of each major governmental fund.
Are charts, tables or graphs presented in the statistical section of the CAFR to show the trend of General Fund expenditures, by category, for a period of 10 years? What has been the rend in expenditure categories? How does the trend in expenditure date related to nonfinancial measures such as population of the government or workload statistics (e.g., tons of solid waste removed or number of miles of street contracted)?
3. Other Financing Sources (Uses). Are other financing sources and uses reported in a separate section of the statement of revenues, expenditures, and changes in fund balances, below the revenues and expenditures sections? Do the line items indicate the nature of each financing source or use?

Scenario: End of a Shift
Christy gets the medication back up to the third floor. She takes over the rigged ventilator and Carmela goes to check on the other patients and give them their medication. Exhausted, Christy struggles to stay awake and keep pumping the ventilator. Sleep keeps trying to claim her and it takes more and more effort to keep moving.
A whir and snap is followed by the lights coming up back on. The ventilator starts to purr on its own. Christy stares at it, unsure how to undo Carmela’s fix or if it’s safe to stop pumping.
“It’s fine,” Carmela says from the doorway. “You can stop now.”
Christy stops and looks around.
“Everything’s good. You can take a break,” Carmela says. “We both can. How do you feel about staying on? I doubt either of our relief will show.”

Daniel Sweere, HR Director for engineering firm Stanley
Consultants, is one of the growing number of management professionals actively
recruiting older workers. Sweere says older workers, typically, hit the ground
running much quicker and they fit into the organization well. They bring to the
job a higher level of skill level and have the right years of experience,
remember an industry, and know their aging customer base.
Tell that to the older co-worker who is unemployed, older
workers have long been sought by government contractors, financial firms, and
consulting firms, according to Cornelia Gamlen, president of consulting firm,

unretirement, said, Older people are starting businesses than any other group.
Others funnel into non-profit organizations, where the pay may not equal, the

adding additional education, such as Japans silver entrepreneurs, who have
benefited from the countrys tax credits for training older workers. Individuals
who embark on a second-act career often report they are very fulfilled.
However, the loss of workers from their long-standing careers may be
undesirable. In this knowledge economy, the retention of older workers gives
employers a competitive edge by allowing them to continue to tap a generation
of knowledge and skill, said Mark Schmidt, executive director of the Society
for Human Resource Management (SHRM) Foundation. New thinking by HR
professionals and employers will be required to recruit and retain them.
Otherwise, organizations greatest asset will walk out the door.

The Friendly Dawg is a retail pet supply store owned by Dave Dawgs. Dave has worked in the store since high school and took over running the store after his father died two years ago. Originally the store sold only pet food and supplies, such as animal food, bird cages, water bowls, pet beds, and so forth. Upon taking ownership, Dave added fish tanks with fish for sale. Recently he built a kennel and cages in a former storage area in the rear of the store in order to sell live animals, such as snakes, birds, dogs, and cats. Landlord Lou came by during renovations and asked what was going on. One of Daves employees told Lou that The Friendly Dawg was expanding its inventory and needed the space. A few weeks later, landlord Lou began receiving complaints from the neighboring tenant, the Sunshine Yoga studio, that the noise from the dogs and parrots was very disruptive.
The signed lease between Dave Dawgs deceased father and Lou describes the business as a pet supply store only and does not mention selling live animals. The lease specifies a rent in the amount of $500 a month. Sunshine Yoga does not have a written lease. The owner of Sunshine Yoga, Jasmine, met Lou one night in a bar two years ago where he verbally offered to rent her the space for $300 a month. Jasmine claims that landlord Lou told her that night that she could rent from him forever and that he would never evict her.
Lou called Dave, asking him to quiet the animals. Dave said he would try, but the complaints from Jasmine continued. Dave also demanded that Lou improve the air-conditioning system, claiming it was too hot in the rear of the store for his animals and it was causing them to become agitated. Landlord Lou refused, claiming that air-conditioning was not meant to cool that area and it was not his job as landlord to take care of live animals.
Dave stopped paying his rent, claiming that he was not obligated to do so because Lou was breaching his obligation under the lease to maintain the property in good repair. The next day, a dangerous snake escaped through the air vents and slithered into the neighboring yoga studio, frightening Jasmine, the owner, such that she had a heart attack.
After recovering, Jasmine stopped paying her rent, claiming that the premises were unsafe due to the presence of wild animals. She also claimed that she has been very depressed and anxious as a result of the ongoing situation. And she contends that she has lost clients because of the noise coming from The Friendly Dawg.
