Los Angeles Sheriff’s Department’s (LASD) Sheriff Lee Baca rebuffed federal investigators who were zeroing in on long-standing abuses at LASD jails, acting as if he and his department were oversight-proof.  Describe how the structures of oversight the Sheriff had dealt with over the years helped reinforce the powerful sense of immunity Baca expressed to federal officials. Make sure to include in your discussion political factors that strengthened the Sheriff’s hand against oversight and supervision by county authorities, concluding your answer by explaining why the Los Angeles Sheriff’s situation is not unique relative to other sheriffs’ offices across the United States.

In the previous two assignments, you have analyzed two discrete shows, one being Making a Murderer and the other a program of your choice. Through these close readings, you developed a good sense of the genre, practiced your analysis skills of the programs’ visual rhetoric, and were able to make initial comparisons. Building on the previous essays and your immersion in the true crime genre by viewing and discussing multiple examples of true crime programming across various media, you will now make an argument about the genre as a whole. Things to consider (though this is by no means a comprehensive list):
What patterns have emerged? What contrasts? What similarities have you noticed? What are the implications of the design and production choices we have been discussing overall? How do crime shows borrow or adapt characteristics from other genres, like reality shows, dramas, etc. Other examples of topics might include examining socio-economic or racial representations, depictions of law enforcement, emotional appeals, etc. Consider the differences between the depictions in different mediums (documentary versus podcast format, series versus documentary, digital versus film, etc.), and consider how these things change the viewing experience or signal the intent of the program. Notice where the trends in these shows seem to be heading (see “postmodernism”). You might also consider what patterns you have noticed in depictions of criminals and how that intersects with the program-producers’ ideas about suspects’ guilt or innocence. But all of these are just suggestions.
Think big.
Your argument should constitute a new insight into the genre of crime shows, which will undoubtedly build upon but not merely rehash the findings of your previous papers. You are also expected to forward an arguable thesis; that is, if you can’t imagine a reasonable person disagreeing with you, you probably don’t have a very dynamic thesis. Finally, remember that this is considered your final exam for the CTW cycle. Be bold. Stick your landing.

Annotated Bibliography. You must locate and include at least three peer-reviewed sources on your Annotated Bibliography to support your claim, but you should feel free to also cite any sources included in your previous essays as well. Please insert an asterisk (*) next to each new source in your works cited. As noted in the previous rubric, keep in mind it may be difficult to find articles in a peer-reviewed academic journal about these specific shows (though it is possible), but you will find essays on topics such as race, law-enforcement, crime genres, etc., to incorporate into your argument. Fields that will have related conversations to draw on include popular culture studies, cultural studies, media studies, ethnic studies, women & gender studies, communication studies, among others. Refer to these disciplines during your research, as well as the library for examples of what is considered an appropriate source. You may refer to ongoing online conversations regarding these programs (think pieces, etc.) in additional to the three required peer-reviewed sources. Also, though they don’t count toward the required sources, be sure to list your true-crime programs on your Annotated Bibliography.

You are the Inspector General of HUD in 1999. Your old friend, Jerry O’Shea of the Brooklyn Tenants Council, called you two months ago to say that he has received some puzzling complaints. Tenants are telling him that they live in buildings owned by Helpline Soul Rescue Ministries, a not-for-profit organization that has qualified for federal guarantees under HUD’s 203k program for their mortgage loans on more than 100 buildings. The 203k program guarantees mortgage loans taken out in order to buy and improve marginal buildings to enable them to provide decent and viable housing. The tenants say, however, that not only are the buildings not being renovated, they are not even being provided with heat or hot water or basic repairs.
At your request, your assistant has done a little digging as to one such building, just as a sample. 625-15 Essex Avenue in Brooklyn, a four-family building, has 612 housing violations, including exposed wiring, rats, roaches, a broken toilet, and holes in the ceiling. Gennie Phillips, the president of Helpline, has said that she had little experience in housing and was misled by the realty company, Tri-Metro Realty Corporation, which was supposed to rehabilitate and manage the buildings. Most of the $250,000, from the 203k loan, she said, went to Tri-Metro, to pay for these services, leaving a small administrative fee to cover Helpline’s overhead. She said that Tri-Metro encouraged her to have Helpline buy the building three years ago, and led her to believe that with increased rent proceeds from the building which would result from filling vacant apartments once the building was improved, she would be able to repay the $250,000 mortgage loan. Tri-Metro also supplied the expert who provided the appraisal needed for the mortgage loan and its guarantee from HUD. Michael Fox, a vice president of Mortgage Lending of America (MLA), a mortgage loan company, issued the loan to Helpline. Phillips said, however, that maintenance and repair costs were much higher than she expected, resulting in Helpline’s ultimate default on the mortgage. Since the mortgage was guaranteed, though, HUD reimbursed MLA for the amount of the loan.
Your assistant pointed out at least one apparent anomaly: according to the mortgage files, the building was appraised for $200,000, which enabled HUD to approve the initial mortgage loan guarantee for $250,000. However, similar buildings in the area typically sell for about $130,000.
New York alone accounts for 35 not-for-profit organizations involved in the 203k program. Nationwide, HUD insured $400 million in such loans by 1996 and $3.6 billion worth by 1998. In the past few weeks, your staff has received complaints similar to O’Shea’s complaint from various parts of the
country.

As part of a complete research project, three pre-writing steps are also required as Discussion Board posts. These steps are meant to break up the workload of the project and give you ‘stepping stones’ from the beginning to the final draft. Your pre-writing counts as three journal entries.
1) Proposal: Compose a 1-2 page discussion of your topic. 1) Explain your topic to an average reader, and discuss why you are personally interested in your subject. 2) Take an hour and conduct some preliminary research. How much or how little research can you find? Discuss how easy or hard your research step appears to be. 3) Discuss your possible focus for your paper. What do you wish to focus on?What do you want to argue? What do you want to say? 4) Think about the next month of your life and discuss where this workload fits into your schedule.
2) Research Statement: After you have gathered and reviewed your 10-15 outside sources, write a 1-2 page summary of your research. 1) Begin with a brief paragraph summarizing what you found as a whole.What have you gathered so far? 2) Name your top three sources you intend to use, summarize each one, and explain why this source is valuable to your paper. 3) List 2-3 ‘other’ sources that you found and do the same. These can be shorter/weaker/less important sources compared to your first three. 4) End with another short paragraph and discuss how much more research you still need to find. Are you done researching or still in the process?
3) Outline: Write a 1-2 page working outline for your final draft. Be sure that your outline includes the following features: thesis, major points, likely sources, estimated page length, and final analysis. There is not one ‘ideal’ outline format. Use an outline format that works best for you and your paper. Draw it, type it, make a list, freewrite, whatever. Make it beneficial to you.
Writing Guidelines: Remember that these are “pre-writing”. I consider them work-in-progress drafts of your final paper. Your idea can substantially change from your proposal to your final draft, and that is perfectly fine.Remember that these represent your planning stage. Feel free to write it in a first-person, narrative voice. Make sure they are relatively well written, but don’t worry too much about polishing these. Just make them readable and clear.Each piece of writing should take you about an hour. They should be no less than a full page and no more than two full pages.

4) What happened to the fixed income market (and the equity market) during the crisis?
5) Were there any other particular major events that occurred because of the crisis? These could be bankruptcies, problems with specific markets like derivatives or real estate, etc.
6) What changes in regulation or other economic policies occurred as a result of the crisis? How much long term impact did the crisis have on the structure and operation of financial markets and the banking system? How much long term impact did the crisis have on economic growth?
