Citizens can then use that information to understand and develop actions to take which could impact the quality of life for the groups who live there. Attached is an essay by David Noble called “In Defence of Luddism.” (He was Canadian, so he spells it “Defence” in the British way; you should spell it American style defense in the text of your essay when not quoting his title).
