How does New York City conduct performance informed budgeting, and what are the challenges?

Write a discussion post as a progress report of the Project Topic and Research question I shared. Please piggy back off the document
shared and add additional sources.

Will provide 3 examplese of other students research questions. Please respond to each.

Student 1-
For my project I decided that I will analyze the budget for FY 2022-2023 NYC Universal 3K program and compare it with California
Universal Prekindergarten program of the same FY. I would like to see the eligibility requirements, where are the funds allocated, the
amount of students each program serves then to formulate an opinion after information is gathered.
So far I have NYS Budget for this fiscal year and will look into how NYC allocates funding for their 3K program. I will gather more
information on California’s program and probably pinpoint a city to focus on. I am thinking of Oakland, Los Angeles, San Diego or San
Francisco.

Student 2-
My research question will focus on how the changes to the federal budget caused by the pandemic have impacted New York State in the
last two years when compared to pre-pandemic. There is a wide range of information on this topic but it will need very careful analysis to get the best-supporting information.
My issue is whether or not I should focus on both fiscal policies and monetary, rather than fiscal policy which was used widely to reduce
the impact of the pandemic. My idea is to find out what were the best mechanisms/policies that work during the pandemic and now
impacted New York in the last two years. We all know that there have been changes to the federal budget and it impacts New York, but
how? And what were some of the changes made that impacted New York financially?

Student 3-
My research question asks how New York State’s (NYS) debt has evolved over the last 5 years, and whether efforts to manage the debt
have been effective. Through my research so far, I have found a number of sources that define State Debt and its purpose, and give
examples of debt management strategies. Additionally, I have found many NYS financial reports that include descriptions of the state’s
debt at various points in time, and project its future growth.
However, I still need to find sources that include evidence of NYS government entities engaging in debt management and describe the
results of their actions. I would also like to find retrospective sources that describe how increases to the state debt have affected the
provision of specific NYS government programs. The sources I have gathered so far have described the NYS debt as a potentially serious threat but have also described the issuing of debt as necessary to the provision of certain services. These sources also have not clearly
defined what negative impacts the debt has had on the functioning of the NYS government.

Privilege and Disadvantage

After reviewing the privilege walk video, reflect on the following questions:
What questions did you answer “yes”? What ones did you answer “no”?
How do your privileges or disadvantages (identified in the first question) relate to your social identities (e.g., race, gender, class)?
How do these personal experiences of discrimination or inequity connect to more extensive systematic racism, sexism, classism, etc.?
